Hammond 1650E

To the collective, would Hammond 1650E be an ok to good replacement for ST35 SCA35 output transformers.

That should be OK.
I think I read somewhere that the Dynaco UL taps are at 25% but the Hammond are 40%.
So if that's true, (I'm sure someone here and verify or correct me) you will be a little closer to triode mode.
If you have the room you could try and Edcor CXPP25-7.6K
Slightly beefier, rated at 25W and as they are made to order, you can get them either with a selected single output or with a 4/8/16 ohm tapped output. UL taps also at 40%

Personally i would wait until a dynaco transformer is available.
